Encouraging defense of victims' rights in Indonesia

The right the truth is part of the right of victims of gross human rights violations (gross human rights violations) that occurs especially in Indonesia and the laws of war to an effective remedy and in accordance with the law.

The right to the truth includes the right to know what happened, the perpetrators, the causes and the people have been violated. Families struggle enforced disappearance for more than three decades in Indonesia, the right to truth  to know, has now been recognized by the Human Rights but in Indonesia still occur with impunity against gross violations. The right to truth in several international treaties and decisions has become an important point in the enforcement of regulations and the right to truth has been shown in various human rights instruments. Some of them stated that the right to the truth is the right stand-alone. The right to truth can be  growing it, the Human Rights Council has set in March 24 as the International Day for the Right to the Truth and Dignity of Victims that need to be fought by the state and society.

The right to truth can be met through the establishment of a truth commission or other fact-finding mechanisms, there has been done in some cases in Aceh. The right to truth can also be practiced with the ratification and implementation of laws on freedom of information and freedom of expression. Various activities such as public education effort to remember through the monuments, the collection of archives, museums and memorial, also can guarantee the right to truth. Seeing this context, there are some areas of conflict are already doing, but has not been fully with human rights instruments. Educational curriculum, providing a space for learning and dialogue about the history of violence against humans, is also part of the process of caring for the right to truth. Various initiatives can be done at national, local level, the state institutions and the community. However, it is not the fulfillment by the state, then that society must continue to improve and promote the truth of the rights of victims.

Currently one of the encouragement of a Coalition for Justice and Truth (KKPK) Indonesia one of the coalition that was formed at the initiative of civil society since 2008, encouraging the establishment of a truth commission, criticizing and assist State agencies do a rewrite  Commission on Truth and Reconciliation annulled by the Constitutional Court in 2007.  KKPK one way ow data for the defense of the rights of victims who suffered abuse in Indonesia. In the cases KKPK have documented 930 cases were recorded more than 3,396 victims experience, narrative 140 cases, which represents the extent and distribution of the theme of the case and 72 testimonies taken directly from victims and witnesses in Jakarta, Solo, Palu, Kupang, Papua and Aceh.

Aceh's post is quite long armed conflict, revealing the truth of human rights violations that occurred many years has initiated and implemented by civil society, including victims and families of victims of human rights violations. Disclosure of the truth through documenting cases of human rights violations, public testimony, heard testimony by victims and their families, warning of human rights violations, set up a memorial monument, and to develop Qanun KKR in Aceh also Indonesia, which is still in the process of ratification by the Government. In this report cases of human rights violations that occurred in Aceh, being part of the reporting, as well as some of the victims had done heard testimony covered in Aceh and open testimony heard at the national level.

Currently  friends in Aceh, still continue to question the enforcement of human rights in Aceh and documentation cases occurred, Human Rights NGO Coalition institutions and Contrast Aceh and other institutions committed to defending the rights of victims.******
